Executive Chaplain/Founder Steve Lowe – Pacific Youth Correctional Ministries

R. Steve Lowe has been President and Executive Chaplain of Pacific Youth since its inception in 1985. As Executive Chaplain, it is Steve’s responsibility to help ensure that Pacific Youth fulfills its God-given vision, mission, and values.

As Supervising Chaplain, Steve provides leadership and supervision for the Protestant Chaplaincy Ministry, Pacific Youth’s model ministry site in Orange County , California . Steve plays a direct role in the recruiting, clearing, training, and supervision of ministry volunteers, as well as providing church services, pastoral counseling, and direct ministry to youth.

Chaplain Don Anderson – Dallas/Ft. Worth, TX.

Chaplain Don Anderson serves as chaplain with Pacific Youth focusing on ministry in the greater Dallas/Fort Worth Metroplex. Don provides direct ministry to youth and adults at Dallas County Jail, Concerned Citizens of Dallas, Tarrant County Juvenile Hall, Dawson State Jail, and Venus State Prison. Don oversees church services and Bible studies, provides one-on-one contacts and pastoral counseling, and performs the inclusive duties of his office.

In the Dallas/Fort Worth area 40 volunteers conduct church services, Bible studies, and mentor one-to-one. In a typical week our team ministers to 700 inmates, gives out 100 Bibles, and sees 35 inmates receiving Christ as Savior.

We also have an extensive literature ministry to inmates, offering Bibles, books and Bible studies to help them in their walk with the Lord. Our annual literature budget is $40,000. If you would like to contribute to our literature fund, you can do so online or by mailing a check to Pacific Youth’s home office, designated for Don Anderson #008.

VOLUNTEER OPPORTUNITIES: Volunteers are needed to teach Bible studies, lead church services, lead worship, be mentors to adults and youth, and to share their testimony.

Chaplain Charlie Corum – Los Angeles, CA

Chaplain Charlie Corum serves as parole and aftercare chaplain with Pacific Youth providing ministry to young men housed within California’s Department of Corrections and Rehabilitation – Juvenile Justice Division (formerly known as CYA) including: Southern Youth Reception Center and Clinic (SYCC), Norwalk; Herman G. Stark Youth Correctional Facility (HGSYCF), Chino; Ventura

Youth Correctional Facility (VYCF) and Sylvester Carraway Public Service and Fire Center , Camarillo . Charlie established and supervises Youthful Offender Referral Network, a community resource serving parolees and assisting them in reestablishing their lives as they transition back into society.

Chaplain Arline Hillman-Ruiz, Placerville/El Dorado, CA

Chaplain Arline Hillman-Ruiz serves as Pacific Youth’s Gang Services Coordinator serving youth and adults through gang-related services, para-chaplaincy ministry, evangelistic outreaches, and community outreach services, networking, and counseling. Arline provides direct ministry to women, men, and youth housed in the four jail facilities of Santa Cruz County; Santa Cruz Juvenile Hall; Tyler House; New School; California Department of Corrections and Rehabilitation – Adult Division Fire Camp, Ben Lomond (formerly known as CYA); and Duval Vocational Institute (DVI), Tracy. Arline also provides continuity of/after care to released youth and adults and their families.

Chaplain Rick Johnson – Protestant Chaplaincy Ministry, Orange County, CA.

Chaplain Rick Johnson serves with the Protestant Chaplaincy Ministry at Orange County Juvenile Hall, and is assigned chaplain providing direct ministry to youth at Youth Guidance Center ; Joplin Youth Center ; and Lacy Juvenile Annex. Rick leads church services and Bible studies, provides pastoral counseling, and performs the inclusive duties of his office. Rick serves as the One-on-One Discipleship Coordinator for the Protestant Chaplaincy Ministry; oversees electronic and print materials; and provides continuity of/after care to released youth and their families

Para-Chaplain Jan Lowe – Protestant Chaplaincy Ministry, Orange County, CA.

Para-chaplain Jan Lowe assists R. Steve Lowe in leadership and serves as Pacific Youth’s Ministry Administrator responsible for oversight of inclusive ministry financial systems, and donor care coordination and supervision. Jan also directs MatchPoint® of Orange County mentoring/after care project including mentor recruitment and training and project development.

Chaplain Steve Matten – Protestant Chaplaincy Ministry, Orange County, CA.

Chaplain Steve Matten serves as Chaplain at Orangewood Children’s Home where he leads church services and Bible studies with his wife Pam and daughter Claudia. Steve is also Pacific Youth’s Technology Developer responsible for development and maintenance of Pacific Youth’s web-site, and provides technological consultation and assistance to Pacific Youth staff members.

Chaplain Sheri Snyder- Protestant Chaplaincy Ministry, Orange County, CA.

Chaplain Sheri Snyder serves as Pacific Youth’s Ministry Developer responsible for strategic and tactical planning, organizational development, and implementation of systems and process improvements. She also serves as the Volunteer Coordinator for the Protestant Chaplaincy Ministry. Sheri leads Bible studies and provides one-on-one discipleship for youth incarcerated in Orange County Juvenile Hall and the Youth Guidance Center. She also provides continuity of/after care to released youth and their families.
